Most properly engineered systems have mechanisms to handle runaway, abnormal, or rapidly developing events. An electric hot water heater usually has two elements: one to maintain the set temperature over time; and a second rapid-recovery element that only triggers when the temperature falls too fast (like when you are taking a shower). The first one is very efficient, and doesn't use a lot of electricity (comparatively); the second uses a lot more electricity, but only for short periods of time. Another mechanism in the water heater is a safety pressure-release valve; if the pressure gets too high, the valve pops off and lets out pressure, closing when the pressure gets back down to normal levels. Another example is built-in spillways within dams. If the water in the lake behind the dam is rising too rapidly, the water (and pressure) is relieved when the level reaches the spillway (not really good for those who live below the dam). These are examples of safety features built in to well-designed systems; including a subset called fail-safe. Fail-safe systems are designed so that in the event of a catastrophic failure, the system goes in only one direction not another (presumably the "safer" direction).

The epic tale of "The Boy Who Cried Wolf" has a moral to the story: at the end, after crying "wolf!" falsely and laughing at the woodsmen who comes to "save him", the wolf really does appear and now the woodsmen don't respond to his cries for help. We are seeing that in today's society: these hyperventilating, mouth-frothing, extremists have been screaming that it's "the end of democracy" or "everyone's a racist, bigot, -phobe, (insert whatever here)", or "the climate is going to implode in 12 years" are in for a rude awakening.
