Most systems have feedback loops that tell a controlling mechanism when a process is going out-of-scale (for example, high or low). These can be very simple on/off cycles (like the A/C thermostat in your house, when the temp reaches a certain point, a switch turns on the system, when the temp goes down to a certain point, the switch turns off the system). Some feedback loops, however, need to be more discerning to fluctuations over time, because their "on/off" cycle might be very expensive or lead to system changes that aren't efficient. In these systems, the feedback loops need to ignore variances (within a certain range), but then kick in when the trend exceeds any of the variation ranges. This isn't just in industrial or manufacturing, but can even be in politics. Polls can sometimes show point-in-time measurements, but continual drops in poll numbers over a long enough time can be pretty good indicators that the controlling mechanism needs to kick in and reverse what's going on.

The epic tale of "The Boy Who Cried Wolf" has a moral to the story: at the end, after crying "wolf!" falsely and laughing at the woodsmen who comes to "save him", the wolf really does appear and now the woodsmen don't respond to his cries for help. We are seeing that in today's society: these hyperventilating, mouth-frothing, extremists have been screaming that it's "the end of democracy" or "everyone's a racist, bigot, -phobe, (insert whatever here)", or "the climate is going to implode in 12 years" are in for a rude awakening.
