Sometimes a law firm hires someone "famous" for the purpose of having their name on the top of their letterhead. This could be a retired state supreme court justice or even a former governor. This person is usually paid a lot of money but will not be on track to be a partner as they are usually late into their career and are "semi-retired". On the letterhead, the partners might be listed on the left and "Of Counsel" will be the title on the right with that individual listed under it. It's an honorary title, to mean that the person is so well respected and trusted, that their counsel is seriously sought after by clients. Counsel here means advice, recommendations, or roadmaps. Similarly, a counselor can mean an individual hired for their expertise, usually in a legal sense, to provide guidance to a company or individual. This has led to a general term where a counselor could be someone who trains you or otherwise leads you to a decision or action like a career counselor, relationship counselor, etc. The bottom line is that these individuals are sought out for their expertise, training, objective or third-party view, intelligent recommendations, or sage advice.

The epic tale of "The Boy Who Cried Wolf" has a moral to the story: at the end, after crying "wolf!" falsely and laughing at the woodsmen who comes to "save him", the wolf really does appear and now the woodsmen don't respond to his cries for help. We are seeing that in today's society: these hyperventilating, mouth-frothing, extremists have been screaming that it's "the end of democracy" or "everyone's a racist, bigot, -phobe, (insert whatever here)", or "the climate is going to implode in 12 years" are in for a rude awakening. The wolf is November 8th.
